| Formal Application Filed with the County

| December 24, 2007 Dear Friend, Thank you for your continued interest in our El Rancho San Benito project. I’m pleased to report to you that after three years of work here in our community, we are submitting the formal application for El Rancho San Benito to the county this week. We are submitting a draft Specific Plan and a General Plan Amendment. These documents will start the formal review of our project by San Benito County. This submittal marks an important milestone in the progress of our project, but does not end the public process. Now, more than ever, we need your continuing involvement in our community outreach. In the months ahead we will hold more public workshops and planning sessions to help further the community’s understanding of our proposal. The county will embark on the formal Environmental Impact Report process and a careful review of our project. There will be opportunities for public involvement in that process as well.
