Toolkit Services Fire

El Rancho San Benito will fully pay for all of its public service needs and generate significant new capacity for county residents. We have prepared a comprehensive fiscal impact analysis to be sure that the project properly identifies and implements appropriate long-term funding mechanisms to defray all of its public service expenses. County-wide services to be created and funded by our project include the following:

Fiscal Impact Analysis

El Rancho San Benito retained the services of Economic and Planning Systems (EPS), a well-respected firm that conducts fiscal and economic analyses for both cities and counties and for private clients. Over a period of three months, EPS has met with all San Benito County departments to determine the potential impact a project of the size proposed in this Toolkit would have on the county budget. Necessary additional facilities and staff were discussed. The creation of a Community Services District for the project and the activation of the County Service Area within the project for fire services were also discussed. We employed conservative assumptions as to both cost and revenues. The net result of the study was that the project envisioned with this Toolkit would have a positive fiscal impact or net contribution to the county of approximately $16 million over the period from 2006 through 2020.
